To further strengthen Biosecurity controls at our borders, the clearance system has been enhanced to ensure only SPS goods approved by Biosecurity Vanuatu are imported or exported from Vanuatu. This is done by automating the write-off of SPS documents in the system. It will be mandatory to attach SPS documents to Customs declarations, not as PDF files, but as linked SPS e-documents, approved in the Single Window System. In order to facilitate clearance, while at the same time enhance border security, Customs Brokers will be required to attach Biosecurity Import Permits to their Customs declarations, should the declarations contain animal, plant or materials that require such Permits. This requirement will commence on Monday 29th June. Biosecurity Import Permits can be extracted directly from the Single Window SPS Module and attach to the declaration as PDF files for now, with the code “SPS”. To start off, this requirement will be optional, meaning the declaration can still be assessed if the permit does not exist, however it is recommended to attach it to facilitate clearance with Biosecurity.
